Student Guidance Service

The Catholic Diocese of Hong Kong set up the position of “Student Guidance Teacher” (SGT) in diocesan primary schools in 1992, responsible for providing primary school student guidance services. To coordinate these efforts, a “Student Guidance Coordination Group for Primary Schools” was formed, comprising the Assistant to the Episcopal Delegate for Education, diocesan primary school principals, and professional counsellors.

Starting in the 2002–2003 academic year, the government has enhanced these services by leveraging existing student guidance teachers/senior teachers and introducing the Top-up Student Guidance Service Grant. To further improve student guidance services, from the 2006–2007 academic year onwards, the staffing ratio for student guidance personnel has been adjusted to 1:1 for primary schools with 18 or more classes or 0.5:1 for schools with 5 to 17 classes. Currently, based on this ratio, diocesan primary schools have a total of 8 Student Guidance Teachers.

To optimize support services, the government has increased resources for public primary schools and special schools beginning in the 2018–2019 academic year. As part of this effort, the “One School Social Worker for Each School” policy has gradually been implemented in public primary schools. At present, diocesan primary schools have 46 registered, on-site graduate social workers providing comprehensive student guidance services, which include the following areas:

1. School-Based Comprehensive Guidance Programs (preventive, remedial, and developmental activities)
2. Student Counseling
3. Ethics, Moral Education, or Personal Growth Programs for Students
4. Support and Development Work for Parents and Teachers

The Primary School Student Guidance Services aim to engage all school staff in counselling work, developing teachers’ role as front-line counsellors and collaboratively building a caring and supportive school culture. Additionally, parent education is promoted through home-school cooperation, creating a mutually accepting, respectful, and enjoyable learning environment to help students fully realize their potential and achieve balanced, holistic development.
